The Muslim World League (MWL) standard defines Fajr (dawn) at 18° below the horizon, and Isha at 17° in the evening, signaling the onset of complete darkness for your local Shurá coordinates.

While both use 18° for Fajr, the University of Islamic Sciences in Karachi uses a more symmetrical 18° for Isha as well. This usually results in a slightly later Isha time compared to the MWL standard in Shurá.
